7. נוכחות המערער
לא התיצב המערער או בא־כוחו במועד שנקבע לשמיעת הערעור, רשאי בית המשפט לבטל את הערעור או לדחות את שמיעתו, ואם התייצב היועץ המשפטי לממשלה או נציגו – רשאי בית המשפט לדון בערעור, ולתת פסק דין אף שלא בפני המערער.
