15. סירוב לתת רישיון לסוכנות
המנהל רשאי לסרב לתת רישיון לסוכנות אם אדם הפעיל בניהול עניני הסוכנות כבעל מניות, כדירקטור, כמנהל, כמומחה או כעובד אחר, היה פעיל כאמור קודם לכן בניהול סוכנות שהמנהל ביטל את רישיונה, או שהיה לפני כן מומחה שרישיונו בוטל.
