7. שמירה על זכויות וחישוב קיצבה
צורפה תקופת שירותו של אחד הנמנים בתקנה 1 בתפקיד שהחוק לא חל עליו לשירותו כעובד המדינה כאמור בתקנה 6 –
(1)יקויימו זכויותיו שרכש לו בתקופת שירותו הקודם לגבי חישוב תקופת אותו שירות ולגבי הקיצבה המינימלית;
(2)תשולם בעד תקופת שירותו הקודם קיצבה בשיעור בו זיכה אותו השירות האמור, ובלבד שאם משתלמת לו קיצבה בעד שירותו הקודם, ינוכה סכום הקיצבה האמורה מסכום הקיצבה המשתלמת לו לפי החוק.
