11. רישיון בלא עמידה בתנאי סף או בתבחין
על אף האמור בתקנות 2(א) ו־3, רשאית הרשות המוסמכת לתת רישיון פרטי לאדם אף אם לא עמד בתנאי סף או בתבחין –
(1)לבקשת משרד החוץ – למי שאינו אזרח ישראלי או תושב קבע בישראל, לשם אבטחת נציגות דיפלומטית זרה;
(2)אם משטרת ישראל המליצה לתת לו רישיון מטעמים של שלום הציבור וביטחונו.
