6. תבחין מקום עבודה או לימודים – מתן רישיון או תעודת הרשאה
מי שהגיש בקשה לקבלת רישיון פרטי על סמך התבחין שבפרט (2) לתוספת והוא נושא תעודת הרשאה שניתנה על ידי בעל רישיון מיוחד לפי סעיפים 9 עד 10ב לחוק, ושאינה מוגבלת למקום או לזמן מסוים, רשאית הרשות המוסמכת לסרב לבקשתו גם אם הוכיח עמידה בתנאי הסף ובתנאי התבחין שבפרט (2) לתוספת.
