4. צריכה חקלאית מורחבת באמצעות מפעלי קולחים
מנהל הרשות הממשלתית רשאי, לפי בקשה של צרכן, להתיר לספק קולחים לספק לצרכן צריכה חקלאית מורחבת, אם בקשתו לפי סעיף 2 אושרה, באמצעות מפעל השבת הקולחים, בתנאי שקבועים לגבי המים שיסופקו תעריפים לכמות שמעל לכמות המוקצית, הגבוהים מן התעריפים הנקובים לכמות המוקצית.
