1. הגדרות
תיקון: תשס״ו
בתקנות אלה –
”מפגר“ – נזקק שמחמת חוסר התפתחות או התפתחות לקויה של כושרו השכלי מוגבלת יכולתו להתנהגות מסתגלת ומצבו מחייב טיפול והשגחה;
”אחראי“ – הורה או אפוטרופוס של מפגר לרבות הורה חורג.
