29. הזמן הקצוב לנואם
לא יאריך חבר ועד בדבריו בסעיף אחד יותר מעשר דקות, זולת אם החליט הועד החלטה אחרת; אולם יושב ראש הועד המשיב בענין שנדון בועד רשאי להאריך בדיבורו עד חמש־עשרה דקות.
