39. מענקים ממפעל הפיס
(א)כספים שיינתנו על ידי מפעל הפיס, על פי הכללים שקבע, יינתנו כמענקים ולא כהלוואות, למטרות שאישרה הממשלה.
(ב)כספים שאמורים היו להינתן על ידי מפעל הפיס כהלוואות לרשויות מקומיות או לגוף ציבורי במשך התקופה הקובעת יינתנו במשך תקופה זו כמענקים.
(ג)הכנסות מפעל הפיס בתקופה הקובעת הנובעות מהחזר הלוואות שהוא נתן יועברו מיד לאוצר המדינה כמענק.
(ד)שר האוצר רשאי לקבוע חריגים להוראות תקנה זו.
