7. מסירה בדואר רשום
היתה הרשות סבורה כי יש בהמצאת ההודעה על ידי שליח קשיים מיוחדים או היה לדעת הרשות ספק אם ההודעה נמסרה כדין, תהא הרשות רשאית לשלוח את ההודעה בדואר רשום עם אישור מסירה.
