11. העברת סמכות
העבירה הרשות סמכות מסמכויותיה על פי החוק או הסכימה עם גוף כל שהוא שיבצע פעולה שנתייחדה לרשות יחולו תקנות אלה כאילו אותו גוף הוא הרשות.
