10. הוראת מעבר
ניתנה החלטה על ידי מוסד תכנון או רשות ציבורית אחרת בתקופת ההקפאה ועד ערב תחילתו של חוק זה, ולפי הוראות חוק זה הייתה מניעה לקבל את ההחלטה בשל תקופת ההקפאה, יראו אותה כאילו לא ניתנה, ומוסד התכנון או הרשות הציבורית יהיו רשאים לדון בעניין בתום תקופת ההקפאה.
