38. מתן ההיתר
רשות הרישוי תיתן את ההיתר בתוך 5 ימים מיום ששולמו החיובים או ניתנו הערבויות להבטחת התשלומים כאמור בסעיף 145(ד)(1) לחוק או שחלף המועד האמור בתקנה 37 והוועדה המקומית לא שלחה למבקש את פירוט החיובים כאמור באותה תקנה, ובלבד שהבקשה להיתר עומדת בתנאים האמורים בתקנות אלה.
