החלטת רשות הרישוי תונחה משיקולים תכנוניים הנובעים מהוראות התוכניות החלות, התוכנית לרישוי מהיר שאושרה, החוק והתקנות לפיו ולפי אלה בלבד, ויצוין בה המועד להגשת ערר על ההחלטה ומענה של ועדת הערר.
