בתוקף סמכותה לפי סעיף 10א(א) לחוק כתיקונו בתקנות שעת חירום [צ״ל: בתקנות מועדים לטיפול], לאחר הודעת ועדת השרים, מכריזה הממשלה כי החלטת ועדת השרים מצריכה תחולה של הוראות החוק בשינויים המפורטים בסעיף 10א(א) לחוק כתיקונו בתקנות מועדים לטיפול.
