11. חומר מסוכן במיוחד
(א)במקרה של חומר מסוכן במיוחד, או בכל מקרה שהמנהל ימצא כי קיימות נסיבות מיוחדות, רשאי הוא להורות למוביל, בכתב או בעל פה, כי יציב בעת הפריקה או הטעינה אדם שאומן במיוחד לגבי אמצעי הזהירות שיש לנקוט בטיפול באותו חומר מסוכן או באותן נסיבות מיוחדות.
(ב)הורה המנהל כאמור בסעיף קטן (א), יפעל המוביל בהתאם להוראה.
