13. אי־תחולה
תקנות אלה לא יחולו לעניין דר רחוב; בתקנה זו, ”דר רחוב“ – בגיר מעל גיל 18 שאינו מתגורר בביתו או בבית משפחתו אלא לן ומנהל את חייו ברחוב, בבתים נטושים, בשטחים ציבוריים, באתרי בנייה וכדומה, ונוסף על כך עלול להיות במצב של הזנחה גופנית או נפשית, ולרוב יימצא בניתוק או בניכור ממשפחתו.
