1. הגדרות
בתקנות אלה –
”רשות מקומית חדשה“ – המועצה האזורית גולן, והמועצות המקומיות קצרין, מג׳דל שמס, אל עג׳ר, בוקעתה, מסעדה ועין קיניה, שהוקמו בעקבות החוק;
”רשות מקומית קודמת“ – המועצה האזורית גולן, המועצה העירונית מג׳דל שמס, והמועצות המקומיות קצרין, אל עג׳ר, בוקעתה, מסעדה ועין קיניה שהוקמו בצווים שהוציא מפקד כוחות צה״ל באיזור רמת הגולן.
