3. עריכת בקשה וחישובים סטטיים
(א)מי שמוסמך לפי תקנות המהנדסים להגיש לרשות מוסמכת תכנית כמשמעותה בתקנות האמורות והוא בלבד, מוסמך לחתום על בקשה לפי תקנות אלה.
(ב)החישובים הסטטיים למבנה הדרך ייערכו לפי הכללים והרמה המקצועית הנהוגים אותה שעה ולפי הוראות כל דין הנוגע לענין זה.
