6. החזרים
בעל רשיון לא יהא זכאי להחזר של דמי הרשיון או של כל חלק מהם בכל מקרה, לרבות בשל ביטול הרשיון, הגבלתו או התלייתו, בין ביזמת בעל הרשיון ובין ביזמת השר או בשל שינוי תנאי הרשיון ובין אם החל בעל הרשיון בשידורים על פי הרשיון ובין אם לאו, וזאת בלי לגרוע מהאמור בתקנה 4(ה).
