1. גיל והשכלה מינימליים
(א)הגיל המינימלי לחניכות במגדנאות הוא ארבע־עשרה שנה.
(ב)ההשכלה המינימלית לחניכות במגדנאות היא סיום החינוך היסודי כמשמעותו בחוק לימוד חובה, תש״ט–1949, אולם לנער שניתנה לגביו הצהרת חניכות עד כ״ט בתמוז תשכ״ט (15 ביולי 1969) מספיק סיום שנות לימוד בכיתות א׳ עד ו׳ ועד בכלל.
