21. נקיטת פעולות עד הסרת איום בלתי סביר לנזק לסביבה הימית
בוטלה תעודה לפי תקנה 20, ינקוט המנהל כל פעולה הדרושה לדעתו כדי להבטיח שכלי השיט לא יפליג עד שיוכל לצאת לים או לעזוב את הנמל למטרת יציאה אל המספנה הזמינה והקרובה ביותר, בלי שיהווה איום בלתי סביר לגרום נזק לסביבה הימית.
