23. הפרשי מדידה כאשר מד המים הראשי אינו תקין
אין באמור בסעיפים 21 ו־22 כדי לשלול את האפשרות של הצרכן לדרוש בדיקה של מד המים הראשי; נמצא כי מד המים הראשי אינו תקין, תבוצע הערכת צריכה לפי סעיף 7 והפרשי המדידה יחושבו בהתאם.
