למימון פעולות לפי חוק זה, יוקצה בחוק תקציב שנתי סכום בסעיף תקציב משרד החינוך; בסעיף זה –
”חוק תקציב שנתי“ – כמשמעותו בחוק יסודות התקציב, התשמ״ה–1985;
”סעיף תקציב“ – כהגדרתו בחוק תקציב שנתי.
