14. פסילת הצעות
(א)הצעה שהוגשה שלא בהתאם לחוק, לכללים אלה או לדרישות שנקבעו בתנאי המכרז, תפסול אותה הוועדה ולא תדון בה כלל.
(ב)הוועדה רשאית שלא לפסול הצעה אם ראתה כי נפלו בה פגם טכני או טעות שאינם פוגעים בעקרונות השוויון והתחרות ההוגנת שבין המציעים.
