4. בקשה להיתר
(א)בקשה להיתר תוגש למנהל; המנהל יקבע בנוהל הוראות לעניין הפרטים שיש לכלול בבקשה והמסמכים שיש לצרף לה.
(ב)החלטה בבקשה להיתר תינתן בתוך 60 ימים מהיום שקיבל המנהל את מסמכי הבקשה, לרבות הפרטים שקבע לפי סעיף קטן (א).
