1. מטרה
חוק זה בא להסדיר את פעילותן של הספריות הציבוריות לטובת הציבור, במטרה לקדם את החינוך והתרבות בישראל, לעודד קריאה, צריכת ידע ותרבות פנאי בקרב הציבור, ולהבטיח מתן שירותי ספרייה ציבורית מתקדמים, נגישים, זמינים ואיכותיים, לצד הבטחת מקורות המימון למימוש מטרה זו.
