17. תשלומים
על אף האמור בסעיף 16(א), ספרייה ציבורית רשאית לגבות תשלומים בשל איחור בהחזרת ספר, בשל אי־החזרתו או בשל השחתתו, והכול כפי שיקבע השר בתקנות, לאחר התייעצות עם המועצה; בלי לגרוע מכלליות האמור, ספרייה ציבורית רשאית לדרוש, כתנאי להשאלת ספר, פיקדון שישמש ערובה להבטחת תשלום בגין איחור, אי־החזרת ספר או השחתתו, ובלבד שהפיקדון לא ייפרע קודם לקרות אחד מהמקרים האלה ושסכומו לא יעלה על התשלומים שנקבעו בתקנות כאמור.
