17. מתן רשות בידי הבעלים הרשום
(א)בעלים רשום של טיסן לא ירשה לאדם אחר להפעילו, אלא אם כן בדק ומצא, עובר להפעלתו, כי אותו אדם רשאי להפעילו לפי תקנות אלה.
(ב)נודע לבעלים רשום כי מי שמבקש את רשותו או קיבל את רשותו להפעיל טיסן שהוא בעליו, הפעיל או מפעיל אותו שלא לפי תקנות אלה, לא ירשה לאותו אדם להפעילו או להמשיך בהפעלתו.
