17. מתן רשות בידי הבעלים הרשום
(א)בעלים רשום של כטב״ם קטן לא ירשה לאדם אחר להפעיל את מערכת הכטב״ם הקטן, אלא אם כן בדק ומצא, עובר להפעלתה, כי אותו אדם רשאי להפעילה לפי תקנות אלה.
(ב)נודע לבעלים רשום כי מי שמבקש את רשותו או קיבל את רשותו להפעיל מערכת כטב״ם קטן שהוא בעליה, הפעיל או מפעיל אותה שלא לפי תקנות אלה, לא ירשה לאותו אדם להפעילה או להמשיך בהפעלתה.
