31. פעולה לפי נוהל במצב חירום
מי שחייב לפעול במצב חירום, לפי נוהל שגיבש, רשאי לסטות מהנוהל כאמור אם אינו יכול לממשו עקב נסיבות מצב החירום ובלבד שפעל ככל האפשר ליישום חלופות להשגת מטרות הנוהל.
