4. מינוי חבר במקום חבר שתוקף מינויו פקע
חבר מועצה שנפטר, התפטר או שמינויו בוטל, ימנה השר חבר אחר תחתיו, אשר יכהן עד תום תקופת הכהונה של החבר שבמקומו נתמנה.
