3. המעטפות החיצוניות
המעטפות שלתוכן יוכנסו מעטפות ההצבעה (להלן – המעטפות החיצוניות) יהיו מנייר לבן, בגודל של 17 על 12 ס״מ, והן יישאו את חותמתו של המפקח הארצי.
