1. הוראת שעה – חרבות ברזל
בתקופה של שנה מתחילתן של תקנות אלה (ביום 25.8.2024), רשאי הממונה, בהחלטה מנומקת בכתב, לתת פטור ליבואן או ליצרן, לפי בקשתו, מהוראות לפי פרק ג׳ לחוק, כולן או חלקן, לגבי מזגנים הכלולים בתוספת השלישית לחוק, אם ייבוא המזגנים נדרש לצורכי ביטחון או לצורך הבטחת הרציפות התפקודית של תשתיות לאומיות כהגדרתן בחוק התכנון והבנייה, התשכ״ה–1965, והכול בשל נסיבות מיוחדות שיירשמו ובשים לב להשפעת מתן הפטור על משק האנרגיה.
