9. הבהרה למגבלת כמות
מגבלת הכמות הנקובה בסעיפים 2, 3, 4, 5 ו־7 לא תמנע ממנהל הרשות לתת אישור להעברת מים להספקה, למטרת חקלאות או למטרת שימור ערכי טבע ונוף, מצרכן באזור הגליל העליון, באזור הגולן או סובב כינרת לצרכן באזור המערכת הארצית, ומצרכן באזור הגליל העליון או באזור הגולן לצרכן באזור סובב כינרת, שהיא העברה מותרת לפי סעיף 11 לתקנות המים (אמות מידה להקצאת מים לחקלאות), התשע״ח–2018.
