1. מטרות החוק
מטרותיו של חוק זה הן להסדיר את אלה:
(1)הצבת כוורות מאוכלסות לשם הבטחת אספקה של שירותי האבקה סדירים בהיקף הדרוש לצורכי החקלאות וביטחון המזון, לשם הבטחת האבקה רציפה לצמחי בר ולשם הגנה על דבורים כערך טבע, והכול בהתחשב בצורך לשמור על המגוון הביולוגי, וכדי לחזק את החקלאות, ההתיישבות החקלאית ופיתוח הכפר;
(2)הפיקוח על הזנת דבורים ועל הפקת דבש בכוורות מאוכלסות ורדייתו, לשם אספקת דבש איכותי לציבור.
