40. הוראות לעניין תקציב המועצה
השר, לאחר התייעצות עם המועצה להאבקה ודבש, בהסכמת שר האוצר ובאישור ועדת הכלכלה, רשאי לקבוע הוראות לעניין הכנת התקציב השנתי של המועצה ואישורו, הגבלת הוצאות התקורה בתקציב המועצה וניהול מערכת הכספים של המועצה וביקורת עליה, ובכלל זה הוראות לעניין הגשת תקציבים ותחזיות כספיות ולעניין פרסום מאזנים שנתיים.
