3. סמכות לשנות שיעור ההיטל
(א)שר האוצר רשאי בצו, באישור ועדת הכספים של הכנסת, לשנות את השיעור הקבוע בסעיף 2 ולקבעו בין 0% לבין 4%, ולקבוע שיעורים שונים בהתחשב בשיעור הזמנת היתר.
(ב)צו לפי סעיף זה יחול לגבי הזמנת מניות שהוצעו על פי תשקיף שפורסם אחרי יום אישור הצו בועדת הכספים של הכנסת.
