16. אי התייצבות המנהל
לא התייצב המנהל לפני הועדה במועד שנקבע לשמיעת הערר, והוכח לועדה שההזמנה הומצאה לו, רשאית הועדה לדון בערר ולהחליט בו שלא בפניו.
