10. סייגים לאישור תוכנית למוקד מרעה
הוועדה המקומית תאשר תוכנית למוקד מרעה, אלא אם כן מצאה כי התקיים אחד מאלה:
(1)אם התוכנית למוקד המרעה היא בשטח מוגן – יש חלופה מחוץ לשטח המוגן הנותנת מענה לשמירה הצמודה הנדרשת באזור השמירה הצמודה;
(2)יש מניעה לפי דין להקמת מוקד המרעה באזור השמירה הצמודה;
(3)התוכנית היא בשטח ביטחוני ולא ניתנה הסכמת נציג שר הביטחון בוועדה המחוזית;
(4)התוכנית למוקד המרעה תסכל את מימושה של תוכנית פיתוח.
