מטרתו של פרק זה להקצות משאבים לשם פעולות סיוע ביישובים או באזורים המנויים בתוספת השנייה, הסמוכים לחבל התקומה, שנפגעו ממתקפת הפתע הרצחנית שביצע ארגון חמאס יחד עם ארגוני טרור נוספים ברצועת עזה נגד מדינת ישראל (בפרק זה – אירועי 7 באוקטובר 2023).
