5. אזור מיקוד לאומי – שיקול בהפעלת סמכות
במילוי תפקידו של גוף ציבורי ובהפעלת סמכותו לפי דין בתחומי הבינוי והתשתיות בחבל התקומה או במתן הטבות, הקצאת משאבים והשקעה במחוללי צמיחה ופיתוח הנדרשים לפיתוח של חבל התקומה, ישקול הגוף הציבורי, נוסף על כל שיקול אחר שעליו לשקול לפי דין, את היותו של חבל התקומה אזור מיקוד לאומי שיש לפעול לשיקומו הנרחב, ככל שהדבר נוגע לעניין ובאופן ההולם את נסיבותיו.
