18. מנהל הרשות
(א)השר ימנה מנהל לרשות; מנהל הרשות יהיה עובד המדינה.
(ב)המנהל יהיה ממונה על ביצוע תפקידי הרשות לפי חוק זה, ויהיה כפוף במישרין למנהל הכללי של המשרד בהתאם להוראות חוק זה.
(ג)תקופת כהונתו של המנהל תהיה ארבע שנים, וניתן לשוב ולמנותו לתקופת כהונה אחת נוספת של שנתיים.
