8. יושב ראש המועצה וממלא מקומו
(א)השר ימנה מקרב חברי המועצה את יושב ראש המועצה ואת ממלא מקומו; לעניין ממלא המקום, מונה היושב ראש מקרב נציגי משרדי הממשלה, ימונה ממלא המקום מקרב נציגי הציבור, ולהפך.
(ב)הודעה על מינוי יושב ראש המועצה וממלא מקומו תפורסם ברשומות.
