10. סייג למילוי תפקיד בעל מעמד מרכזי באירוע
לא ימלא בעל מעמד מרכזי תפקיד באירוע ההדלקה המרכזי או באירוע נוסף באחד מן המתחמים, מי שהורשע בעבירה פלילית שמפאת מהותה, חומרתה או נסיבותיה אין הוא ראוי, לדעת הממונה על ההילולה, לשמש בתפקיד כאמור או שהוגש נגדו כתב אישום בעבירה כאמור וטרם ניתן פסק דין סופי בעניינו.
