5. ביצוע ותקנות
שר האוצר ממונה על ביצוע חוק זה והוא רשאי להתקין תקנות בכל ענין הנוגע לביצועו, לרבות בדבר התנאים לדחיית תשלום המס ולמתן הפטור מהמס ולרבות בדבר הצהרה על התחלת הבניה, מהלך הבניה וגמר הבניה.
