2. מבוטחים שלא יבואו בחישוב מספר המבוטחים המשוקלל
בחישוב מספר המבוטחים המשוקלל לכל קופות החולים כאמור בסעיף 17 לחוק לא יבואו בחשבון אלה:
(1)תושב ישראל שנמצא מחוץ לישראל תקופה העולה על שנתיים רצופות, ובכל אחת משנים אלה לא היה בישראל למעלה מ־90 ימים;
(2)תושב ישראל שנמצא במעצר או במאסר למעלה מ־12 חודשים.
