1. הגדרות
בצו זה –
”המועצה“ – המועצה האזורית חוף השרון;
”הצו העיקרי“ – צו המועצות המקומיות (מועצות אזוריות), תשי״ח–1958;
”השר“ – שר הפנים;
”תושב“ – אדם המתגורר דרך קבע בתחום המועצה שלא בתחום ישוב ומלאו לו 18 שנה ביום א׳ בניסן שלפני מינוי או בחירה של ציר נוסף למועצה;
”התחום העודף“ – אותו חלק מתחום המועצה שאינו כלול בתחום ישוב.
