12. איסור התקשרויות חדשות
החל ביום פרסומו של חוק זה, לא יתקשרו הרשות המאוחדת וכל אחת מהמועצות המקומיות, בהתקשרות אשר תקופתה, ביצועה והזכויות והחיובים על פיה הם מעבר ליום שנקבע לבחירות במועצות המקומיות לפי חוק זה, אלא באישור מראש מאת השר.
