המנהל יקבע את הדרישות לגבי אניות נוסעים המהלכות בים הפתוח לאחר התייעצות עם איגוד בעלי האניות ועם הארגון המוסמך של הימאים; בשום מקרה לא תהיינה דרישות המנהל פחותות מהדרישות שהוצגו באמנות ארגון העבודה הבינלאומי.
